A Cultural Environmental Authorisation formally recognises Moana Rāhui o Aotea as the environmental kaitiaki body representing Ngāti Te Wehi through Ōkapu Pā. It acknowledges the mana whenua, ancestral authority and enduring responsibilities of Ngāti Te Wehi within the Aotea rohe.
Before an individual, property owner, council, government agency, contractor, company or other organisation undertakes mahi that may affect the whenua, waterways or wider taiao, they are expected to engage with Moana Rāhui o Aotea and obtain a CEA.
The CEA ensures that proposed mahi is considered through a Ngāti Te Wehi cultural, tikanga and environmental lens. Its purpose is to uphold kaitiakitanga and help protect wāhi tapu, taonga, whenua, moana, waterways and the wider taiao.
Depending on the nature of the mahi, the CEA process may include reviewing plans, visiting the site, providing cultural guidance, agreeing on appropriate conditions, and arranging kaitiaki oversight during earthworks or other activities.
A CEA operates alongside, and does not replace, any approvals or consents required from the local council, Heritage New Zealand Pouhere Taonga or another regulatory authority.
CULTURAL ENVIRONMENTAL AUTHORISATION FEES
CEA fees vary depending on the nature, scale and complexity of the proposed mahi and the level of cultural and environmental assessment, site engagement or kaitiaki oversight required. The fee will be discussed and agreed with the individual, property owner or organisation responsible for the mahi.
